release_tinyos_2_1_1_3

Tinyos 2.1.1 release.

This tag doesn't exactly match the release_tinyos_2_1_1_3 tag in CVS, as we
have 6 files not present in CVS at the tag (as of 5/7/10).  There is strong
evidence suggesting all the files should be part of the release, so we are
accepting less than diff-perfect (adjusting for keyword substitutions).  The
files are:
